Elevator Code Updates in Florida

Background

On January 31, 2024, the State of Florida-Bureau of Elevator Safety adopted new elevator codes through FAC 61C-5.001. These updates include important changes to ensure elevator safety and compliance:

  • A17.1-2019 Safety Code for Elevators and Escalators

  • A17.3-2020 Safety Code for Existing Elevators and Escalators

  • A18.1-2020 Safety Code for Platform Lifts and Stairway Chairlifts

With these adoptions, there are crucial retroactive requirements, particularly in A17.3-2020, which mandate upgrades for many existing elevators. To aid in the transition, the Bureau of Elevator Safety has implemented a phase-in period for certain requirements.

Key Updates and Phase-In Periods:

  1. Door Lock Monitoring:

    • A mandatory system to prevent automatic operation of elevators with faulty door contact circuits.

    • Compliance deadline extended to August 1, 2025.

  2. Emergency Brakes:

    • All traction elevators must have an emergency brake in addition to the main machine brake.

    • Compliance deadline set for August 1, 2028.
